shipping (the draft might follow that of the Ministry of Shipping (Transfer of Functions) Order, 1939, (S.R.&.0.1939 No.1470) to be transferred to and be exercisable by the Minister of War Transport. Possibly a specific reference might also be included to cover the functions of the Governor under those of the Hong Kong Defence Regulations which relate to shipping. As we have already taken possession of the Hong Kong registered ships previously requisitioned by the Governor, this proposal if adopted would merely give effect to what we have already done in order to avoid the ships being delayed.

It may however be that you would prefer to retain the nominal control of these ships in your own hands as you do with other ships registered in the Colonies.
